The government intends to treat “very seriously” all reports of corporal punishment being administered in schools, come September. So says Minister of State in the Ministry of Education, Youth and Information, Alando Terrelonge. Prime Minister Andrew Holness has been among leaders in Government insisting that corporal punishment is to be done away with in school and homes. Ms. Terrelonge, appointed to the Ministry a month ago, has doubled down on this sentiment saying that come September, the start of the 2019/20 academic year all reports of beating in school will be taken very seriously. He said this method of discipline “is not the solution for a society that is already steeped in violence.” “Corporal punishment must end. We have indicated that we do not wish for our children to receive corporal punishment in schools… yet there are some teachers and some administrators who are still beating our children. I am asking every single one of you to stop,” the Junior Minister said. He was addressing social workers at the Child Protection and Family Services Agency (CPFSA) Field Services Conference at the Iberostar Rose Hall Hotel in Montego Bay, St. James, on April 16. Mr. Terrelonge argued that administering discipline, such as corporal punishment, which demoralizes and dehumanizes, will not improve the behavioral challenges identified but, rather, will make it more difficult for the children to function in society. He suggested that intense counselling and discipline, tailored to correct, guide, and alter youngsters’ mindset, are alternatives that can and should be explored. “We want to ensure that our children are disciplined… but that their very human rights are also respected. The police are to review the way they handle reports of missing persons. This is according to Commissioner of Police Antony Anderson. At the same time, the Commissioner is asking people to be more vigilant about their children. He is also reminding the public not to wait for 24 hours to inform the police that someone is missing. The Commissioner issued a statement Thursday evening, April 18, following the discovery of the body of eight-year-old Shantae Skyers Tuesday. The discovery of the girl’s body, with wounds to the head, near her home in Sterling Castle, St. Andrew, has shocked and outraged the nation. The Commissioner states, “We (the JCF) sincerely regret Shantae’s tragic passing, and mourn with her family and community members. We are steadfastly focused on our investigations into this gruesome act and are determined to bring the perpetrator(s) to justice, as we continue to give support and security to the community.” He said the police have maintained contact with the family through Shantae’s grandmother, who has been the primary contact since she first made the missing person’s report. “We assure all that the police remains committed to the protection of our children and all citizens. The police have issues a public safety advisory for the Easter Holidays, making an appeal to several categories of people. The appeal for people to take safety precautions is made particularly to revelers, motorists, pedestrians and beach goers. Motorists are being reminded to have a designated driver if they intend to consume alcohol and pedestrians are encouraged to wear light colored clothing at night and choose well lit pathways. Beach goers are encouraged, among other things not to leave children unattended. Mob rule prevailed in the informal community of Bulla Level in Sterling Castle, St. Andrew, yesterday, after irate residents murdered and burnt a mentally ill man who they accused of concealing information about the brutal murder of eight-year-old Shante Skyers. The deceased man, Miguel Williams, 29, was burnt beyond recognition after he and his brother were set upon by the angry mob who were still reeling from the discovery of young Shante’s body on Tuesday. Williams’ brother who was also cornered by the mob managed to escape and has fled the community. Skyers’ body was found in bushes on Tuesday, April 16, after she disappeared on her way home from school on Thursday, April 11. The police have arrested two men from the community in connection with the killing of the school girl. They are awaiting questioning. Meanwhile, Williams’ mother has declared her son’s innocence, explaining that he was schizophrenic and did not have a personality that would allow him to do harm. She said she is in fear as she and her family have been told that they will have to leave the community. Deputy Superintendent Dahalia Garriques has appealed to the residents to share any information they have with the police and not take matters into their own hands. Sport Minister, Olivia Grange, has described the former West Indies Cricket Board President, Pat Rousseau, as one of the “greatest administrators” of the game. Minister Grange was reacting to news of Mr Rousseau’s passing. She said: “I’ve received the very sad news of the passing of Pat Rousseau, the former President of the West Indies Cricket Board. Much like our great players, Pat Rousseau was a great figure in West Indies cricket and he will be remembered as one of the greatest administrators of the game. There were many important developments in West Indies cricket under his watch, including staging of the Cricket World Cup in the Caribbean, the corporate transformation of the WICB to Cricket West Indies which led to improvements in many areas including the financial situation of the regional organisation, among others. Pat Rousseau served well and made a considerable difference in the administration of cricket in the West Indies. I offer sincerest condolences to his family and to the cricket fraternity in Jamaica and throughout the region at this time.” Pat Rousseau was an attorney by profession and spent more than five decades at the law firm, Myers, Fletcher and Gordon. The National Task Force Against Trafficking in Persons (NATFATIP), has received yet another much needed donation to boost their crime fighting efforts. For the third consecutive year, a donation of One Million Jamaican dollars to assist in the fight against human trafficking and more specifically to bolster investigation of suspected cases of trafficking, especially child trafficking cases, was handed over yesterday (April 17, 2019). The cheque was handed over by President of the Jamaica Hotel and Tourist Association (JHTA) Mr. Omar Robinson and will go directly to the Centre for the Investigation of Sexual Offences and Child Abuse (CISOCA) and the Jamaica Constabulary Force’s anti-TIP Vice Squad; branches of the JCF which have responsibility for crimes which fall under the sphere of human trafficking. Chair of NATFATIP and Permanent Secretary in the Ministry of Science, Energy and Technology, Mrs. Carol Palmer, who received the cheque on behalf of NATFATIP, was impassioned in her plea for a greater national response to protect and secure the nation’s children. Sport Minister Olivia Grange has told newly-elected President of Cricket West Indies, Mr Ricky Skerritt, that she has two major concerns that she wishes the regional body to address as priority. Miss Grange spoke with Mr Skerritt who called on her at her New Kingston offices yesterday (April 17, 2019). “First, I wish that CWI pays more attention to developing cricket at the national level. As you strive for the further of the development of West Indies cricket, Cricket West Indies should invest more in cricket in the various countries from which the West Indies team is drawn,” the Sport Minister said. She added: “The focus must be more so on cricket at the grass root levels right down to infant and prep schools.” The Minister said there was also the pressing need for the Region to give more attention to women’s cricket. “There are no real leagues for women’s cricket in the Caribbean. There is the Senior and Junior Cups for male players in Jamaica; where is the Senior and Junior Cups for our females?” the Minister asked. She said that it was to their great credit that the West Indies women had done so well in world cricket without “adequate supporting structures.” The Minister also called for more women in the leadership of cricket. She assured Mr Skerritt that the Ministry was looking forward to continued collaboration with the new administrations of Cricket West Indies and the Jamaica Cricket Association. One firearm and several rounds of ammunition were seized by the Police during an operation on Seabreeze Avenue, Rollington Town in Kingston 2 on Wednesday, April 17. Legal luminary and businessman Patrick Rousseau is dead. Rousseau passed away Tuesday night, April 16. He was 85. Mr. Rousseau was associated with the law firm Myers, Fletcher and Gordon for over 50 years. One of the outstanding pieces of his work was the Bauxite Levy of the 1970s which changed the way bauxite companies operated in Jamaica. He was also involved in sports, rising to become the President of the West Indies Cricket Board. It is widely accepted that he strengthened its administrative structure and finance. The Ministry of Education, Youth and Information on Wednesday has dispatched its grief and trauma team to support school staff and students at Red Hills Primary in St. Andrew, following the tragic death of eight-year-old Chantae Skyers. The girl’s body was found Tuesday, April 16, about a mile from her home in Sterling Castle, St. Andrew with wounds to the head. Minister of State Alando Terrelonge has expressed shock and sadness at the passing of young Chantae who went missing last Thursday April 11 while on her way from school. Minister Terrelonge says he is deeply concerned about the manner in which the child’s body was found and says it is extremely troubling that someone would seek to harm an innocent child as she tried to make her way home. He says this incident along with several others, should leave all Jamaicans with the resolve to eliminate crime and violence from the country once and for all by speaking with the Police when they see any suspicious activity. The State Minister has called on the community members of Sterling Castle where the young girl resided, to continue their partnership with the Police to assist in investigations to bring the perpetrators to justice. The St. James Municipal Corporation (SJMC) says it intends to collect some $70 million in rent owed to it. The rent is owed by businesses occupying Bogue Industrial Estate, near Montego Bay. Amounts owed by individuals range from just under quarter million dollars to over five million. The sums represent amounts owing for over six years. Speaking at the monthly general meeting of the SJMC, Mayor of Montego Bay and Chairman of the St. James Municipal Corporation, Councilor Homer Davis said the Council is on a collection drive to get the $70 million, which is needed for infrastructure development and for maintaining public facilities. “Persons occupying Bogue lands in St. James are being asked to get in touch with the accounts department at the Corporation immediately. We have some 26 such persons owing a total close to $70 million,” said Mr. Davis. The Mayor outlined that in addition to needing the funds to enhance the growth of downtown Montego Bay and St. James, he is also anxious to have the lots sold. However, before any sale agreements are signed, the occupiers must be in good standing under the Government’s land¬ divestment policy, he noted. “I have reminded them of the Government’s guidelines as they relate to disposing of government property. Police have confirmed the death of an eight-year-old girl from St. Andrew who went missing last week Thursday, April 11. Dead is Shantae Skyers of Sterling Castle Heights, a student of Red Hills Primary School, St. Andrew. The child’s body was found amongst rubble in an area known as Blue Hole, St. Andrew on Tuesday, April 16. It is reported that the girl had a wound to the head. Police said a search party led by the St. Andrew North Police, which included scores of searchers, found the body. Family members have complained that the police had not acted quickly after Shantae was reported missing Thursday evening. Residents of Sterling Castle searched several areas where the child would likely have walked to school, including Blue Hole and Bulla Level. Residents of the area blocked roads Monday, complaining of lack of police attention and stating too few police officers were involved in the search. Police in their release today said they had also publicized the child’s disappearance through the JCF’s communication arm, the Corporate Communications Unit, which disseminated information to the all local media houses and shared the child’s photograph and information on its social media pages on Friday, April 12, which went viral. Police said that on Tuesday, April 16, the search intensified when the Caribbean Search Centre, the Canine Division and the Jamaica Defence Force joined the effort. As the investigation transitions into a murder probe, personnel from the Community Safety and Security Branch—who had been giving support to the family since the child’s disappearance—have been joined by the Victim Support Unit to deliver a new phase of intervention for those affected. As a watch continued for measles, cases of which Jamaica has not seen for many years, the acting Medical Officer of Health (MOH) for St. Ann says the parish has no cases. Dr. Tamika Henry was responding to a question from journalists after the meeting of the St. Ann Municipal Corporation last week. Given the reports of a measles outbreak in the United States and reports of cases from several other countries, Dr. Henry was asked if there were any cases reported for the parish. She said she was aware that the news regarding measles elsewhere was “big now on the international scene” with reports of 400 cases at the time from New York. “At this time now in our parish we don’t have any measles cases confirmed and Jamaica really hasn’t had any local cases of measles for quite some years now,” Dr. Henry said. A new multi-million dollar state-of-the-art Paediatric Cardiac Centre has been officially opened at the Bustamante Hospital for Children. In Opening the centre Monday, April 15, Minister of Health, Dr. Christopher Tufton, thanked several donors, including artiste Shaggy for helping to make the one-of-a-kind centre in Jamaica possible. The centre currently offers treatment and surgeries for children living with congenital heart defects. It is complete with a 10-bed intensive care unit and a state-of-the-art biplane catheterisation lab. At the opening ceremony for the facility on the grounds of the hospital, in Kingston, Dr. Tufton said the centre will make a major difference in the lives of children who suffer from congenital heart defects. “We have a responsibility to the next generation, and this demonstrates our commitment to carrying out that responsibility. There are about 400 or so children who are born in Jamaica with congenital heart-related diseases. Of that number, some 200 require some sort of surgical intervention. We have a waiting list of close to 200 currently in the country, so this facility is a response to that,” the Minister said. He said one major goal within the first year after the official opening is to deliver a minimum of 100 heart surgeries inside the facility. “We’re going to be building that up until we get to the stage where we can satisfy the demand [for heart surgeries] that exist,” he added. Police say the Dam Head main road in Crescent district, Spanish Town, St. Catherine that was reduced to single lane traffic is now back to regular two-way traffic. Police issued an advisory at 8:45 this morning (Tuesday, April 16) about the roadway returning to normal. Before 6 this morning the police advised of delays caused by a traffic crash in which two people were killed. Grade six students will sit the final component of this year’s Primary Exit Profile (PEP), Tuesday and Wednesday, April 16 and Wednesday April 17. On Tuesday students will respond to 40 selected and constructed response in both Language Arts and Science at 9:00 a.m. and 11:45 a.m respectively. On Wednesday the first session will see the administration of Mathematics to be followed by Social Studies, using the same format. Each exam will last for 90 minutes. The Ministry of Education, Youth and Information says the necessary provisions have been made for an efficient and smooth running of these activities. As is customary, the Ministry of Education, Youth and Information will provide support for students with special needs. More than 40,000 students are registered for the examination which is being set for the first time this year, replacing the GSAT. Hundreds of pounds of garbage were removed from the New Causeway Fishing Village in Portmore, St Catherine Monday, April 15 through a clean-up campaign spearheaded by the police. The garbage including plastic waste, cans, and commercial waste was packaged in bags and other containers and moved to the dump. The Portmore Marine Division of the Jamaica Constabulary Force (JCF) partnered with several civic groups and fisherfolk from the Causeway Fishing Village to carry out the cleanup. Among the groups joining with the police were: Food for the Poor, Hunt’s Bay Fisher Folks Benevolent Society, National Solid Waste Management Authority (NSWMA), National Environmental Protection Agency (NEPA), Vocational Training Development Institute (VTDI), the Jamaica Environment Trust (JET) and Waterford Police Youth Club. The police said this initiative is the start of an ongoing project to rid the beach of waste, which is posing a health hazard to the marine life, police officers who occupy the post, fisherfolk and their customers. Over one hundred persons, including members of the fishing village, came together to remove garbage from the beach and the general complex. One fisherman made an appeal to members of the public, especially those living in the Kingston 20 area to desist from disposing of waste in the Sandy Gully. Corporal A Clarke of the Portmore Marine division and his team have committed themselves to continue with the efforts. The fisher folks have also pledged to maintain the property as they have seen the effects of improper garbage disposal. “Marine life is greatly affected by waste on beaches. The St. Ann Health Department is acknowledging that there is an increase in reports of rat infestation in Ocho Rios and other parts of St Ann. Chief Public Health Inspector for St. Ann, Leroy Scott says the fact that rats were being reportedly seen in the daytime in some common areas was of concern as this meant an excess of the rodents. Mr. Scott was speaking at the monthly meeting of the St. Ann Municipal Corporation on Thursday, April 11, in St. Ann’s Bay. Responding to a question by a Councilor if there was an increased rodent infestation in the communities, Mr. Scott said there were increased reports but he was not sure whether the numbers of the rodents have increased. The Chief Public Health Inspector said the increased reports of the presence of rats could reflect the fact that food waste was not being disposed of properly. He had made the same point in the meeting in March, about poor waste disposal in Ocho Rios. He said that rats were being seen in areas where they would not normally be expected, including around the clock, on main street in the centre of the resort town. He reminded the meeting that last month he had stated that “We are observing the presence of rats in areas which we would not normally have expected to see them.” In reference to rats being seen in these common areas including in Ocho Rios, near the clock, he noted that “rats are harbored particularly in common areas where food is not properly managed.” Mr. Scott said rats are “normally nocturnal animals that come out at night to feed…if you see them during the day it means there is an excess number and that they are competing so much for food that they have to come out during the day.” The Council did not take a position on what to do about the increased reports of rodents. https://bit.ly/2IA8yM7

The University of the West Indies (The UWI) Open Campus is adding three Sport degrees to its list of offering for the new academic year, 2019-2020. The three Bachelors of Science degrees being offered starting in August are BSc Sport Coaching, BSc Sport Leadership and Management, and BSc Sport Kinetics. The programmes have been approved by the Board of Undergraduate Studies of The UWI and will be offered online. “The creation of the BSc in Sport Coaching is intended to provide students with an opportunity to combine their practical sport experiences with sport coaching theory, to prepare them for successful sport coaching careers. The Open Campus Academy of Sport (OCAS) views the study of sport coaching as facilitating an integrative understanding of sport coaching theory within the dynamic contexts of Caribbean and global sport coaching practices,” a statement from the UWI stated. Among the subjects to be covered in the Coaching programme are Functional Anatomy, Physiology for Coaches, Sports Nutrition, Biomechanics, Origins and Growth of Sport 1850-1946, Communication in the Workplace, and Statistics. The programme also includes a six-week practicum which will be supervised by certificated coaches in various sports.
